I don't know about everywhere else, but that is standard operating procedure in Ohio after 2022. No more hard license at the BMV ; a piece of paper until Columbus gets around to providing the actual plastic card. Another hoop to jump through to feed the state and a few more otherwise unemployable workers at our expense in time and convenience.
